Section 23 — Award by Collector

The Collector determines compensation for land, trees, structures, and assets — and for affected families, R&R entitlements under Schedules I & II of LARR.

What is the award?

The award is the Collector's written order fixing compensation for each person interested. Under LARR it must reflect fair market value, plus solatium, plus applicable multipliers — and for affected families, rehabilitation entitlements.

Components of compensation

Market value

Per Schedule I — typically average of registered sale deeds in preceding 3 years.

Solatium

100% of market value as additional amount u/s 30.

Assets

Trees, crops, structures valued per rate master / field assessment.

R&R

Schedule II — housing, employment, annuity, subsistence allowance.

Award workflow

  1. Draft award preparation

    Land value from rate master + asset schedules + R&R calculator.

  2. Internal review

    SDM / Collector office verification of calculations.

  3. Award signed & announced

    Individual award sheets issued to claimants.

  4. Reference u/s 64

    Disputes on quantum may go to Land Acquisition, Rehabilitation and Resettlement Authority.

  5. Payment initiated

    Treasury / bank transfer upon award acceptance or deposit.
